5.  **Conciseness & Clarity:** Is it easy to understand and free of ambiguity?
6.  **Present-Focused:** Does it describe current operations rather than future aspirations?

**Scoring:** Use a 1-5 scale for each criterion (1=Needs Major Improvement, 3=Acceptable, 5=Excellent). Provide clear descriptors for each score level.
